GPS technology to charge motorists based on the distance they drive

So, it's finally happening, and this scares the pants off me.

The article I found this in was about tolls but don't let that confuse things, they have actually pursued this idea as part of the Productivity Commission report (March 2014).

"Mr Abbott backed away from a specific option for trialling GPS technology to charge motorists based on the distance they drive that was contained in Productivity Commission report." BUT FOR HOW LONG?

This raises even greater privacy concerns such as will we be mailed automated fines for exceeding the speed limit? What data will be collected and where will it be stored? Do all cars (classic and modern) have to be fitted with the devices? Can we request our driving records as well as our 'mapped driving record' and what sources does that feed (police, gov services etc)? Will we be profiled for visiting certain locations and how will that fit in with current privacy legislation?

I wonder how much the costs would be, for example rego in regional Victoria is around $600, how many KM would you need to cover before you got to that $600?

Interesting, IF it were to be introduced (I doubt it will be any time soon), i bet we would be able to "flash tune" the devices to never show a speed of over the limit

They do it already, be it in a non digital way with tax on petrol. The more you drive then the more fuel you use and the more tax you give to the government. The modern version would be double dipping. Not to be unexpected from a liberal government.

I'd prefer a system based on licence cost, with individual car regos only a small fee. Fat chance of that happening though.

edit: no chance of them retrofitting these devices mind you.
