Yeah that's all i had to do. Take in rego papers from current year and previous year to prove continuous ownership for longer than 12 months, and surrender my plates. As i had personalized victorian plates though that i wanted to keep, one trip to vic i got a set of general issue plates to fit and surrender as WA DPI wont give you new rego without surrender of current plates. They give you a slip to mail off to the RTA to claim a refund for the unused portiion of your old rego. Once you have you new WA rego you are free to sell the car with as many illegal mods, bald tyres, no exhaust, half an inch off the ground to any sucker you can find with no RWC. WA, 10 years behind the rest of the country.
