Default special tool to fit tow bar?

Hi i went to fit the ford tow bar today,but in one of the bolt holes there was some king on mini bolt right up in the bolt hole , there has NEVER been a tow bar fitted to my car so its not a broken bolt and doesn't look like on, any help would be great
