Default tail light question

Hi Guys,

I feel pretty stupid for asking actually, but I recently got my car repaired and one of the things replaced/repaired was the rear bumper.
What I've noticed is that water does appear to get inside the tail lights while washing the car.

The question is it actually normal for a little bit of water to get inside? I may of not noticed this before but doesn't seem right.

Here's an image with where the water gets inside of.



Edit: Yes I know it was a stupid question, but I'm pretty curious!
