Latest report (18/09/20) of samples from wastewater treatment plants all around metropolitan Melbourne suggests the COVID-19 infection numbers are much higher than the numbers being reported by Vic DHHS. So I would say you are correct. People are unwilling to get tested to keep the numbers down.
Downside being if there is higher numbers in the community that are not being detected, and when restrictions do ease, it won't be long before VIC is back at square one.
