I have several custom plates.
I don't know about other states but in Victoria you buy the number plates outright, they do not have to be used straight away and can be stored at home. When you want to affix them to a vehicle, you are required to contact Vicroads, to let them know which registered car you will be using them on. The standard plates which were swapped with can be stored at home to.

Custom plates in Vic are quite reasonable priced compared with say NSW where you never really own the plates and are paying a yearly fee to use them as well.

I've had a few people tell me I can not use ROKWIZ / ROCWIZ because of the TV show ???
My answer usually is, if it was so important to SBS, they should have bought them first or Vicroads would never had made them available in the first place.
As for the low number stuff, agree with Rally Sport, good on them for using them.
