That's what I was thinking too.
The one I'm referencing seems to be powered, as in its constantly spinning to catch the light and reflect is from different angles. Seems to be working.
As for firing a gun or air cannon, apparently they become used to the noise, so it only works for a short period before they ignore it and carry on as normal.
