No doubt they could compel someone like Cummins to determine if the system is operational or not, or the NHVR will have access to OEM diagnostics - their safety and compliance team, they're targeting people who have qualifications in automotive mechanical trades in their current recruitment process so you'll be coming up against someone who has an idea of this sort of stuff on the side of the road in the future and last I checked they had into 6 figures on the wages too so you'll entice people off the tools.
