Victoria has just announced new, non-essential activities restriction via the Vic emergency app:

This Advice message is being issued for Victoria.
Today's update:
You must act now to reduce the spread of coronavirus. Following advice will save lives
Limit your day to day activities outside your home. If you don’t need to do it, don’t do it.
New non essential activities measure will come into effect midnight 25 March.
If you have to go outside, keep a full arm-span (about 1.5 metres) between yourself and other people.
Stay connected to friends, family and your community. Pick up the phone, use email, social media or video chats.
