Sounds like you may need to rebuild the master cylinder and/or the brake booster.

The master cylinder can be bored and sleeved (cost approx. $120-200) but the booster will have to be sent away and rebuilt (unfortunately this can cost around $500 or more including shipping). My brake pedal perfoms like yours, and I'm getting both items rebuilt as the car will never pass inspection otherwise. I'd also be too worried about driving it.

The vented brake disc + spacer kit for my existing calipers is something else I'll be doing.
