The fact is, regardless of how you put it, fog lights dazzle people more than regular head lights. Maybe it's the way they are installed, or maybe its the way they are designed. I don't know and I don't care. The SIMPLE fact is they are illegal, except in very limited circumstances. So don't use them, and you won't get booked.
